High Seas, High Cost: HOA Action on Coastal Policy

From Del Mar to San Clemente to Santa Cruz and beyond, coastal homeowners know they face the peril of climate change and sea level rise. What they may not know is that they also face an even more imminent threat from a California Coastal Commission intent on embracing the most extreme predictions of sea rise to guide the way they set policy and decide how you can use and protect your beach and coastal bluff homes. As a result, the commission increasingly is restricting homeowners from repairing their homes and seawalls, imposing deed restrictions and requiring that homes be moved back from cliffs and shorelines.

Homeowner Association representatives and two top coastal development legal experts, Steven Kaufman and John Erskine, who have represented hundreds of coastal homeowners and business owners, will discuss recent developments in the commission’s interpretation of the Coastal Act and scientific understanding of sea rise that combine to threaten coastal homeowners’ property values.
